It's quite useful sometimes to keep windows on top especially while doing multiple tasks. Unfortunately this is not a feature that is built into Windows 8 however there are some software solutions that you can use.

The Stay Always-On-Top action allows you keeping the selected window on top of your other open windows so that it's always accessible and never covered by them - even when it becomes inactive.

The Stay Always-On-Top action is appropriate for windows that monitor some activity and as such must always remain visible, and times when you need to drag-and-drop objects and information from one window to another: just make the target window always-on-top to prevent the source window from covering it up when you activate the source window by starting the drag-and-drop procedure.
