Monitor won't wake up when coming back from sleep in Windows 7.  if it's not being used for sometimes the monitor will sleep to save from electricity however some computers or laptops won't wake up!

How to fix monitor won't wake up problem

1. Click Start, type Device manager in the Start search box and hit Enter.
2. Select keyboard, it will display your keyboard, right click and select ‘Properties’.
3. Select the ‘Power management’ tab.
4. Check the “Allow this device to wake the computer” check box.
5. Repeat these steps for Mouse and Network adapters as well.

If the solution above is not working then try:

Go to Bios and disable the PLL Overvoltage.
